I think I read somewhere FBI is not allowed to operate outside US borders ... Though FBI also gathers information through their sources.This also caused problem for FBI in tracking 9/11 terrorists before the attack. I think they told him that it is with their consent to make sure he doesn't cause anything that obstructs the take over so that it doesn't compromise their mission. Information exchange and securing one's assets is a major part of the game;this is why agencies let some attacks happen even if they know it is going to happen. The main purpose of an intelligence agency is to gather information.
