athyKangwa: What could be true is the funding isn't available. It wouldn't be the first time the powers that be have curtailed something for $$$. Look how long it took to get hybrid n electric cars!! Nearly my whole family has died of cancer n the rest from effects of cancer!! I never smoked. They did.
