The witness who saw him come out of the bushes and get in his vehicle said just that. There's nothing about him trying to cross the multiple lanes of traffic , and if the witness was in a vehicle themselves, just sitting to watch both ends of this 150 - 200 foot plus journey would be unlikely. Plus there's almost no place across either street to park, a little gravel at the base of a billboard on Congress, and a small place for semis to park on the south side of Summit.

How can a vehicle with stolen plates park on the side of a road for 12 hours without being looked at by the cops? How did a USSS agent spot a rifle barrel sticking through the fence in cover from 300 yards away. He had to have known he was there. Sounds like this guy was set up for a double cross by a fed agency.
