what are those small loops with combo signals near track merges, how do they work?

They give one lane of the merge right-of-way, so any trains coming from that direction will have priority to merge before the other merging lane

Yeah I went a little overboard this episode, my general rule of thumb is to preserve as much as possible but sometimes I get carried away 😅 As long as it looks natural in the end I let it pass, just sometimes there's no room turn length or bridge splits or whatever needs to go there, especially when it gets into 3L3R territory
