The uranium ore (U-238) is safe for short term contact while it's in that vial. Uranium releases a very small amount of gamma particles, the glass contains all the alpha male and beta male particles. Just keep a Geiger counter around it to make sure it isn't actin' up, about to do somethin' it'll regret. And don't open it. Not sure what the legality of sending a radioactive pebble through the mail system is, however. That should probably be looked into. And because I just googled it, you have to receive that uranium sample willingly, but it's otherwise perfectly legal to ship natural uranium with all the proper paperwork and stamps and everything.
