Will the Urban Decay eyeshadow primer work on people who are black? I have a darker hue.

I wouldn't see why not! You could always use the primer and then a beige toned base, if you felt it left a cast. I know as well Urban Decay do a deeper version of that primer potion. I'm almost certain it's called caffeine! That could be an option either :) x
