How are F.B.I doing this with such poor-quality photos? This is some amazing police work, but I'd just like to know how they do it. I have one other question: Are most of these people given pre-trial release, or do they need to post bail?

Wow, what a set of charges! I plugged a few of them into a sentencing tool though, and even the assault charge seems serious, if he accepts responsibility and has no criminal record, the recommended sentence is only 10 to 16 months. 18 U.S. Code § 661 (Theft in a Maritime Jurisdiction), is only 0-6 months. The tool I use does not show 8 U.S.C. § 16 (the charge of Physical Violence) but based on what I see here, unless he has some very serious criminal background, he likely will not get more than 2-3 years in jail.

Double that for the physical assault and they have the option of a superseding indictment on civil rights violations (freedom of press).
