I can only presume you mean $400 per person, not $400 for the entire apartment? I haven't found an entire apartment, even just a studio / efficiency apartment, for $400 a month since about 2009. It's hard to find much for less than $1,000 per month in most major cities in U.S.A. now in 2021.
