If you have already done the initial Pluderstorm to the point of unlocking the Traders tender you can't get it again. Everything you unlocked previously when it was renown based is all unavailable and grayed out, you can only buy the new items.

I still have no idea what plunderstorm or any of the non retail wow modes really are. I am leveling a paladin in Season of Discovery. But it's ok. But it's seasonal? And whats a Season of a game entail?

A “season” in retail is when a new raid, new mythic plus dungeon rotation, and new PvP rating reset occurs. There’s usually a bunch of new higher item level gear to get and everyone’s rating for mythic plus and PvP resets

To get it you have to get 4 stacks of the completed timewalking dungeon buff. That buff stacks on the character you ran the dungeon with so yes in a way it has to be done on one character but the mount will be a count wide

Not a fan of the cloud serpent or the other serpent style mounts, the only decent one is the astral one from Elegon in Mogu'Shan vaults. They've milked those models so damn hard over the years.
