Hi Justin can I program the one of the output to 1080I and the rest of the outputs to 1080P ?

You can now change the scan type of individual 1080 outputs with firmware version 2.0. Go to "Menu > System > Output Format" to adjust them. Note that HDMI output 3 only supports 1080P and cannot be changed. Update guide: rolandus.zendesk.com/hc/en-us/articles/4404808875419

Yes, connect the V-160HD to the computer with a compatible USB cable, and add the V-160HD in OBS Studio as a Video Capture Device source. In that setup window, also make sure to select "Use custom audio device" and select the V-160HD. If using a Mac, you need to create a separate Audio Input Capture source for the V-160HD's audio.
