In volume 3 we lay the foam first, then roadbed and followed by track.
This is the first level or what will be referred to as "the basement". So, you will not see the basement under normal circumstances when the layout is complete. The basement is only used for staging, etc.
Leave in the comments whether you consider this a single level layout or multi-level. I would consider it multi level however only one level will be visible.
