The idea of chaos, I guess, is that it is merely a reflection of the strongest emotions of sentient beings, but mostly humans, and as such is an hugely negative vision of us. Chaos is the mirror image of our souls, and what will destroy the galaxy is the hearts of man (and the Eldar being unable to keep it in their pants). Very clever and all, but it does kind of annoy me sometimes reading the fluff the way chaos just shits on everything.

Through an unfortunate series of evolutionary quirks our galaxy's dominant sentient life form happens to be violent, irrational, greedy descendants of monkeys, and the warp in the Milky Way is a reflection of that. But considering that there are literally billions of other galaxies in existence, there must be quite a few where the dominant life form has a truly benevolent emotional nature and the resulting warp entities in their corners of the cosmos are made up of love and unity and only desire to lend a helping hand to those in the material universe - no Gellar fields required. Doesn't do us any good though.

Better plan: Obtain Peace of Mind. Remember that Chaos is fueled by emotions first and physical aspects second. With Lorgar's encounter the Avatar of Khaine instilling a very important lesson that even divine beings fall. We don't need to eliminate emotions all together, just control them enough to once again calm the warp. This doesn't mean becoming necrons as much as it means taking a deep breath and calming down.

They're two different libraries. The black library is an Eldar library in the webway which is why an Eldar god protects it. You can't be an intellectual god in 40k unless you've got a library that's hard to get into.

Least destructive outright, maybe, but Tzeentch works in quieter ways. When it comes to malevolence he is definitely on par with the other gods. As to power, I don't think any one god is stronger/more powerful than any other, as one of the main points of the chaos gods is that they are eternally vying for power over one another. If one was more powerful to any meaningful degree, it would likely have a snowball effect leading to an utter defeat of the others.
