Basically, their ki is completely sealed off. They can't power up or access their latent power. This leaves them with only their physical prowess to work with.

Cell didn’t allow it. The ankle bracelets basically set all their powers to basically 0, so they’re all on equal ground. That’s why Freeza was able to choke him out.

To be fair, Cell was off guard when Frieza wrapped his tail on Cell's neck. Just cuz Cell has a higher power level then Frieza doesn't mean that he will survive a cheap shot if caught of guard. Look at how a laser was able to hurt Goku despite being in Super Saiyan Blue form in the Resurrection F Arc.

Since they can't use their KI then their strength is only determined by their muscle so Frieza could choke Cell and (as you will see in HIFL part 3) the strongest ones are Recoome, transformed Zarbon and probably Burter and they are probably too dumb to do anything about or even realize it.

This still doesn't make sense because cell is genetically made to be stronger. Like his base physical strength. He literally was made to hit harder and he obviously out punches everyone there so frieza chocking him isn't impossible but him not being able to get out doesn't read either. And muscle mass doesn't mean anything as goku with pure strength over powered recome. Hell base vegeta with no ki amps flung an entire building like office size with one hand casually. Cell is still physically stronger than all of them. And literally anyone of them would be stronger than the ogers ki or not

Deep down, I'm still kind of hoping they write in Bojack's crew at some point. Just say they were killed when Cell's self-destruction blew up King Ki's planet, but escaped judgement for a little while before getting caught and sent to HFIL. I mean, we canonically have Bojack in DBZ Abridged. He spoke up at least a couple of times during Goku's stay at Ki's planet, sounding like a fairly stereotypical pirate... because there's space pirates. At the very least, I'd love to have Bojack land in HFIL, even if we're without the rest of his crew.

8:46 Kind of does, actually. Frieza caught Cell off-guard and was using physical attributes, which aren't as kept in check by the bracelet. Technically, Cell should have been able to tank that, but yeah. The bracelet kind of brings everyone to the same level, even if it's sometimes bs'd, like with the dodgeball game. Zarbon theoretically shouldn't have been able to transform, nor should Dog Treat have been able to use their time bending stuff. Also, they were mirroring attacks at various points, like the Death Ball Dodge Ball throw.
