In all fairness in his perspective it is completely possible that it might have been true all the way up until the tournament. He was quite literally stronger than the god of his universe that was designed to be infallible to mortals. And for all we know maybe that angel is one of the weaker ones, but judging by jirens reaction to the movements Goku busted out id venture to say Jiren never actually fought the angel of his universe and never even bothered to find out that the angel was stronger than the god of destruction and just assumed that Belmond was the strongest in the entire universe bar-none so when he bested Belmond he earnestly became the strongest being in existence in his mind, until realizing that there was a being out there capable of just casually erasing his entire universe in a blink, but changing a mindset built over years in about a half an hour is definitely a really hard ask for someone like that.

Like this: Jiren has been tempered by his loss to Goku. He understands his strength alone will not overcome everything bar none. He must utilize a focused view of his goals and never be swayed by enemy taunts. He goes to challenge Goku, finding him on Beerus' planet with Vegeta and Whis. Vegeta, having seen the power of Ultra-Instinct, has become obsessed with learning it. Goku and him train and plot stuff Goku is knocked out or has to leave. Vegeta is insulted when Jiren is completely uninterested in fighting Vegeta. They fight and Vegeta loses. Plot stuff Jiren and Goku cannot be allowed to fight Vegeta feels pushed aside by Jiren, Whis and Beerus, everyone else, and his Saiyan pride becomes the route to his form of ultra instinct, maybe royal instinct or Sayain Instinct. And he defeats Jiren in such a way as to subvert the doomsday plot stuff that was looming.
