When vegeta described the super saiyan he was supposed to be ruthless, merciless, pure evil, wrathful. Everyone of those descriptions match broly. SSJ3 Vegeta’s body looks like he fulfilled his royal bloodline that his father said he’ll fulfill. Have that happen in anime and due to the strain of Vegeta going SSJ3 the first time he ends up regaining his tail again and temporarily reverts back to his evil ways and temporarily dethrones the ruler of Earth and subjects humans to his will and temporarily surpasses Kakarot for that moment until Goku decides himself to retain his tail and for Gohan, Trunks, and Goten to get theirs back for greater threats to come.
