The vehicle scrappage policy 2023 will help to find the vehicles that are not fit for taking on the roads. As the name suggests under the new scrappage policy the old and unfit vehicles, creating pollution and harming the environment will be scrapped.
In this video, i have explained the rule for re registration of 15 year old private motorcycle (bike), scooty (scooter) and car.
After a defined period, the vehicle will undergo a fitness test. As per the Motor Vehicle Laws in the nation, a vehicle is considered fit for 15 years only. Once the vehicle crosses 15 years, the vehicles begin polluting the environment when compared to any new vehicle.
Commercial and passenger vehicles older than 15 and 20 years respectively will be scrapped when they fail the fitness test without any question.
The key objective behind the new scrappage policy is to figure out those unfit vehicles and methodically recycle them. The eventual aim behind the scrap policy is to eliminate the pollution in the environment caused by such vehicles.
The unfit vehicle creating pollutions are a big hindrance to the development of the country. This car scrappage policy will reduce pollution and also provide other benefits. It means that it will enable to recycling of things such as steel, plastic, and other metals. The manufacturing cost will also be reduced. With the vehicle scrappage policy in place, it is expected that the vehicle sale will increase.
Most importantly, recycling the old car will lead to getting incentives for buying a new vehicle with the successful implementation of the vehicle scrappage policy.

Fitness of vehicles is good option but if this fails you have an another option to convert in EV or flex fuel. Lots of old memories is attached to vehicle like, first salary vehicle, Dad or mom or relative gifted, college times, assets of old grand family members. New vehicles also produces same pollutants levels if vehicle is not under schuduled maintenence.

@@manojmane7737 It's not mandatory and its not mentioned in the circular that 20 plus years old vehicles will not be re-registered i ve read that part. It says " 15 years old vehicle after expiry of registration will have to go through a fitness test nd after passing it, registration will be valid for 5 years. IT DOES NOT SAYS ONLY 5 YEARS. After renewal, registration remains valid for 5 years is what they mean to say. people are misinterpreting it. Just because nothing is mentioned about 20 years or old cars they are blindly saying one cant use it but likewise it's not mentioned that you cannot use or re-register the car. I think people should wait for further clarification by the govt. cap on age of cars is mentioned only for delhi ncr. (at bottom of one of the pages of policy)

Scrapping a public vehicle was OK...since the vehicles suffer a lot wear & tear...but scrapping private vehicles is a weird idea of the government...most owners do not run their vehicles much...and moreover everyone is not capable buying a new car...I think this is more to pressurize public to buy a new car or EV...but the profit ultimately lies with the government and the car manufacturer...Public Common are at loss... especially who are not much financially sound

In reality, no showroom is giving 5% rebate on new car. 2. Full registration charges are required to be paid on new car, no discount. 3. No discount on road tax also. Government has just announced this, no official notifications has been issued for the benefits mentioned.

Until both of them are surrendered in RTO the vehicle is supposed to be alive. I asked about this in Hyundai showroom in Bangalore.. I told the sales guy that my vehicle is about to complete 15 years. But he instead told me that this is rule not implemented fully. It depends from State to State. For now, this rule is not applicable in Karnataka.

Fitness certificate is a right step, but not limiting car age to 20 years. Will affect the secondhand market forcing middle class to buy new cars with heavy tax these days. A well maintained and fit car can run beyond 20 years. The rule should be for public vehicles only like buses, etc. which runs much more and usually does not last more than 15-20 years.

Its not mentioned in the morth scrappage circular that vehicles older than 20 years cannot be re-registered. it just says 15 years old vehicles will be re-registered after fitness test and Registration will be valid for 5 years . It doesn't says ONLY FIVE YEARS. Don't take any step until govt. clarifies it. I think people are misinterpreting it...it's common sense we have to re-register old cars after every 5 years but some people are just spreading misinformation just because it's not mentioned in the circular. Contact your RTO officer or anyone from your nearby rto. prices haves been hiked drastically. Its compulsory for government vehicles throughout the country but for private vehicles its not mandaotory and out of free will. Age limit Is mentioned only for DELHI-NCR its mentioned somewhere at the bottom of one of the pages cap on age of car is only in delhi-ncr 10 years for diesel and 15 fo petrol.

Ab corruption aur badhega. 1 June 2024 se Sabko ya to reregistration ya scrap karke new vehicle kharidne honge. New vehicles ki build quality purani ke mukable bekar hai.
