Not necessarily. The Life Foundation symbiotes certainly weren't stronger than Venom, nowhere close. Even Hybrid didn't seem that strong when compared to Venom's feats. Of course, they were forcefully produced, so that probably had a factor in it. On the other hand, Scorn and Raze were naturally born but their strength wasn't like Toxin's, nor did they ever seem more capable than Carnage or Venom. I dunno, maybe the circumstance of the birth plays a big role in determining the strength and abilities of a symbiote.

They could be setting up for that. I mean, they felt the need to build off of Gorr’s arc with the Necrosword by connecting it to Knull, Hybrid has made some appearances, and 1610 Venom has just made a return with The Maker. It wouldn’t be out of the realm of possibility. I think it’d be a disservice to Venom fans if they DIDN’T bring Toxin back.
