In this sentence the main verb is 'lying' not 'lying on'. 'On' is a preposition here. You can have the answer of 'lying on what?' but you can't answer 'lying what?' "राम किस चीज़ पर लेट रहा था?" इसका जवाब है आपके पास लेकिन "राम क्या लेट रहा था?" इसका जवाब आप नहीं दे सकतें। Hope this helps clarify.

No, if a sentence is complete but it has no any object, it is intransitive. 'He is playing in the field". This sentence is complete but it has no object therefore 'playing' verb is intransitive here.
