I WAS ABLE TO GET THE ARENA SHINE WITHOUT A KOOPA SHELL! The button you use to activate the shine will propel you into the air if you run at it. By using a tanooki suit you can then hover, bounce on budger (make him constantly ground pound to keep him in place), and collect the shine.
