Secret service is not the only protective measure so it is likely the attempt would not have been successful. Also there's no way to fully blanket cover an outdoor area with the limited team of secret service and other law available to cover a huge outdoor area.

It's not everyday someone experiences shootings so I would expect some part of her response to question if she should take cover. Beyond that, I do question even with the limited security resources a presidential candidate, or former president has, how did they so easily overlook such a large and obvious gap in security for someone to so easily breach? Also why are there people saying they alerted police a good 4 minutes before the first shot and yet there didn't appear to be any physical response to the alert of danger. To some degree, this guy was successful in his efforts. I only know that if this were a president or head of state from another country, he would not have gotten that close.
