This isn't terrorism. Its a selected targeted attack. These devices weren't given to innocent civilians, even though if an innocent civilian was close enough, there would be collateral damage. It used a social weakness, the need to effectively communicate amongst themselves, to distribute the devices. So why distribute these communication devices for clandestine purposes, if not to be used for semi-legitimate means.

Considering they had no control over who was using the tampered with devices, nor did they care if the explosives were detonated in proximity to civilians, I would say yes, it is more in line with meeting the criteria of an act of terrorism and a war crime rather than being a permissible act of warfare.
