Vietnamese Numbers Station "The Lighthouse" 4230kHz Live Announcer

This might be related to the V30 numbers stations also nicknamed the 'Lighthouse' that hasn't been heard in awhile on its regular frequency 10255 kHz.

I'm Vietnamese and almost what I heard in this audio is region names in Vietnam: Phú Thọ, Cao Bằng, Yên Bái, Uông Bí (a region of Quảng Ninh Province), Cao Bằng, Sơn Tây,... and some numbers, some command from their chief (I guess). Sadly It's not good enough to hear clearly to guess what it is.

@@JayJayFilmbox v30 the lighthouse từ 2010-2016 thì có thể là test hệ thống nhưng cái video này thì có thể là thật đấy vì không có tần số cố định gì cả, format cũng bị thay đổi hết rồi.
