if layouts are zooming to extents once you setup your sheets, and go into the viewport space then you most likely have your UCSFOLLOW set to 1. Go to your Plan and Profile Drawing Template, go into the viewports and set UCSFOLLOW to 0 then all sheets created thereafter will not have this issue
