- if only three bone related problem that is not possible to 100% loss of hearing of that side if middle ear pathology have detected that's possible to correct by surgery But -That's not case for cochlear implants - Unilateral hearing Loss is not eligible for disability certificate - i recommend you please do assess again your hearing sensitivity & disorder May be there are some inappropriate findings

आपकी विकलांगता प्रमाण पत्र के लिए न्यूनतम श्रवण हानि जितनी होनी चाहिये वो है 40% विकलांगता (लगभग 60dbhl) दोनो कानो मे अगर एक मे 40% से कम होगा तो आप विकलांगता प्रमाण पत्र के लिए अमान्य हो जायेंगे इसलिए सबसे पहले अपने कान की सही और अभी के समय जाँच करायें एक मे विल्कुल सही है तो अपका प्रमाण पत्र के लिए आवेदन अमान्य हो सकता है

Yes There is hearing disability calculation formula It's define in RPWD act 2016 May be ur poor ear more than is dBHL & batter ear is around 65 dBHL So 65dbhl =48.55% or 63 dBHL =45.13 And 95dBHL =100% Calculation is (batter ear % ×5)+(poor ear%)=?/6= ? No you are not eligible for disability certificate because for disability certificate minimum eligibility criteria is binural 40% impairment( minimum 60dbsnhl both side) So you have only one ear impaired 100% in one ear 0% in other ear If you'll calculate for disability that you get only 17% binural impairment So you are not eligible for that

Sorry for late reply I suggest you, u can check your hearing impairment level again If there is permanent hearing loss more than 60 dBHL Even mixed profound hearing loss in both side than you will be eligible for that But as u r saying left ear severe conductive hearing loss (conductive loss means there is option for treatment so directly they will not give permission for disability certificate? If dr. Reports and all assessment define there is no chance for treatment than they will allow your disability certificate So if u have enough permanent/non treatable hearing impairment %than you can apply for than
