That said, I expected Viktor to ignore such insults rather than trying to fire back. These voicelines in general don't feel Viktor-y, IMO. Maybe with the robotic filter they'll actually sound more like Viktor and less like Russian Braum.

Kinda late, but it's probably because the devs expect him to have a lot of synergy with Zoe. They tend to prioritize voice lines for champs they think will work well together in gameplay. Hence why Miss Fortune has voice lines with Quinn, for example, even though they have zero lore relations or similarities.
