He has stolen airplanes and shrunk them down for his collection (And he doesn't let the people inside of them out, who are all still alive. Like Black Hat said, if you shake one, it screams). Flug has crimmited thousands of crimes but killing isn't one of them. But i guess he will if completely necessary, but he does have his boundaries

Oh, it's because Black Hat is canonly retired. So that's why he has his organization, to sell and make money while he resides in his retirement. I mean, once you've lived for CENTURIES and you're immortal, why keep doing the same thing for years??? He probably got bored and went into retirement. And even if he's super old, he still takes in pride and joy to scare and mess with heros AND villains if he needs to
