A good villain in fiction should be sympathetic (sometimes), but that doesn’t mean the villain is not responsible for their evil. That’s just an excuse evil people use for their own actions. No one makes you any different way; we all choose for ourselves who we are going to be. My old man abused his kids; one of us became an abuser himself, always trying to hurt others for his own amusement. Another became a girl who ran away; she never faces problems and instead runs from them. Again, it's scary stuff, and there's more examples out there, even with kids. A lot of them can't be reasoned with, too, because they simply can't understand it on a near genetic level.
