The neighbor was genuinely scary to be fair, the lack of animation and high speed mostly, and kind of the slim and contorted figure. The music wasn’t too scary, but it did genuinely suit the atmosphere the neighbor provided. It was more a psychological kind of “scary”. And tbh, it’d fit right in with something like Spooky’s Jumpscare Mansion.
