Starving ghosts are also sometimes interpreted as a common demon in japanese mythology, but their origins are deeply Buddhist. The advertisement was for tiny oreos, and the joke was it was so small a starving ghost could eat them. Very culturally specific.

Yup. This was likely a Thai commercial during the Hungry Ghost festival. A lot of cultures in east and southeast Asia have their version of it- Obon in Japan, Baekjung in Korea, ect and the general jist is that during that time of year, the gates of hell (as in land of the dead, not necessarily Christian hell) open up and ghosts are a lot more prevalent. In order to appease them, you hold celebrations and give them lots of food and spirit money. Where I live in Taiwan, the entire month is kind of unlucky to be out at night for the superstitious, but there's lots of festivals that happen too. On the day of, everyone from businesses to households, and even government agencies will have a little fold out table out front stacked with Doritos, fruits, instant ramen, and juice packs as a display for ancestors and hungry ghosts and then they'll burn them as offerings by the end of the day. I'm not joking when I say Frito lays advertises the shit out of their chips as ghost offerings during this time- I'm assuming that's what these lil Oreos ad is for too.

Sprinkle in to all the aforementioned series several Japanese mobile phone games, and at least one smartphone game and you have a chunk of the Megami Tensei games. ¹ This is actually kind of interesting. Pretty much every SMT game is in a different universe, but I and II are directly connected. In I, there's a thirty year time-skip after a major event in the 90s, and II takes place around 30 years after that. Two of the Devil Summoner games take place in the 20s, and in the first of those two a time traveller comes from the future of SMT II to stop the event of I from happening. He got what he wanted eventually, because a new timeline gets made where the rest of the Devil Summoner games, SMT if..., and the Persona games take place. Kind of, because a different event happens in the first Persona 2 game.
