Fun fact: These games were made in the Renderware engine... Casper Ninjabread Man 99% of Data Design games and Grand Theft Auto San Andreas for PS2. Never doubt an engine. Doubt the developers.

That Casper game WAS made in the same engine as Ninjabread man. They were both made in the Renderware engine which was also the same engine that GTA San Andreas was made in.

I owned Beverly Hills Cop when I was 6-7-ish. I had completely blocked it out of my mind until I saw the main menu. I remember wasting an entire week of my life trying to beat that first level before I threw the disc in the back of my closet and never touched it again. I also had Casper and the Ghostly Trio and another absolutely dog shit Blast! racing game under the Flintstones brand too. My local supermarket always had these shovelware things front and center in the games section until around the Xbox 360 coming out.

My bet about the "quantity over quality" argument is that you'd be right...aside from one thing: both the PS2 and PS3 were difficult to develop for...but in different ways. The Emotion Engine was a complex beast, but it was dwarfed in complexity by the IBM Cell chip that the PS3 used...a chip that only ever saw real use in PS3s and certain corporate server farms. With PS2 sales falling, the PS3's rocky start and extremely complex architecture, I'd bet that there were a lot of small studios who made PS2 games and tried to stick with Sony only for the PS3 to kick their asses.
