There’s a band called Beyond Deviation who’s vocalist hits a whistle tone scream that’s very very close to that effect. There’s a video of him doing in studio with no effects. It’s almost possible to hit that though

Dude I just recently saw them with Carnifex, Signs of the Swarm, The Last 10 Seconds of Life and Errors of Humanity (if you haven't heard of Errors of Humanity, I recommend their track Honor Killing.
