Kayle and Morgana are distinguished by their very different views on Justice and goodness and the way it's dispensed. By classification, Kayle falls under Lawful Neutral, although I'll wager she sees herself as Lawful Good. She neither holds empathy for the good nor does she inflict pain without reason. Her sense of justice is deeply rooted in her self inflicted duty to uphold unbiased, unfeeling justice. This is further supported by her masking her face. Kayle believes that all sinners are owed retribution and that in doing so, they are absolved of their sin. Morgana on the other hand is classified as Chaotic Good. Her sense of justice is rooted in sharing her torment on an even playing field with those who have sinned, and in doing so, she forgives them without damning them. She is driven by love and compassion, but is willing to go to extremes and oppose laws for the betterment of the ones she loves. This is further reinforced by her shackling her wings in an attempt to dissociate herself from her divine identity. Simply put, they cannot coexist. Their views are radical, and while Kayle's fanatical agenda makes her a zealot, Morgana's leniency has her absolving people like Sylas of their hideous crimes. Furthermore, Kayle has placed the duty to uphold justice above everything else, even her own sister. It's apparent to me that Morgana still loves Kayle, but the reverse cannot be said. This is supported by the fact that while Morgana refers to Kayle by her name, Kayle distances herself by referring to Morgana as "sister".
