OK, let's talk about this regulator issue, because this doesn't make any sense. I keep seeing noise about how this thing gets too hot because there's no load on it. The 3-pin IC *next to* the one removed is a Rohm C4596 switching regulator, which I'm assuming is for the +5V or +3.3V rail. Granted, '90s era switching regulators often are not stable without a sufficient load on the LC filter. But we're not removing the switching reg. We're removing what seems to be a bipolar transistor. (I can't quite see the part number, but the silkscreen says "B C E" next to the legs.) That suggests this is most likely a discrete linear regulator topology. Now, linear regs are basically an auto-adjusting variable resistor forming the top half of a voltage divider from the unregulated high voltage, to the regulated voltage (and load), which is then grounded on the low side. They create heat proportional to the current passing through them, since they have to dissipate ((Vsupply - Vreg) * Iload). The current passing through is determined by what the load pulls. If there aren't any devices pulling 12V, then the only thing left is whatever the circuit's quiescent current is -- typically just whatever's in the control loop. It shouldn't create much heat at all. That SMD resistor is probably a bleeder for the output cap, and a little something to soak up some transient noise. It won't be consuming much current because it doesn't have the ability to shed much heat. So, is there really anything to this theory that the 12V reg is responsible for excess heat? Because until this video, the only ones claiming it's an issue are ... well, forum and Reddit posts that don't inspire confidence that the poster has any knowledge of the subject matter. It all sounds like cargo cult wisdom to me. This suspicion is further bolstered by the fact that the GD-ROM can and does shut down when not in use, so even a stock Dreamcast will have negligible load on the 12V rail sometimes. I know Voultar wouldn't fall for hearsay, so... what gives? Somebody educate me. Totally prepared to be wrong, I just want a good reason to go hacking up the supply and risk losing LAN adapter support for the... I dunno, maybe one time in my life I might actually use it.
