It can happen unintentionally if the cats eyes come off. Water pressure can also be a big issue depending on the area.

@@Salutimondo don’t disagree with you, but unless all the nearby hydrants were covered up within a fairly short timescale, it also stinks of a situation where nobody’s been inspecting them either

The council has nothing to do with hydrants. It is the resposibility of Sydney Water and FRNSW. Residents are also required to ensure hydrants are not paved over or have grass growing over them.
