Well it's nothing to be surprised to be fair. She's been one of the most viewed Vtubers from the last 2 years, she's also from the juggernaut of an organisation which is Hololive. Vtubers from Hololive are not only there for streaming and playing video games, they receive, dancing and singing lessons too, and have even manager taking care of their schedules. It's basically like they are Vtubers, with a side of actual Idols too. And on the bigger note, her stream are actually very entertaining. specially her Minecraft streams... you know there's a reason why amongst the fanbase they call her "the war criminal" . Let's just say this rabbit loves TNT in minecraft a bit too much

Pekora + PUBG back then was a Comedy Goldmine. Her Hogwarts Legacy streams were massive sources of hilarious memes. Her Team Fortress 2 stream was pretty funny too. Pekora's biggest strength is that her Comedy can transcend language barriers, even if I can understand only a few Japanese phrases, the antics she does are just so universally funny that you don't really need to understand what she's saying to find what she does are hilarious.

The amazing thing about this concert in particular is that while it's not the first time Hololive has had talents perform on live stages, this is the first 'sololive' (aka a concert dedicated to a single talent) done in a venue this massive: previous sololives were done in places that only had 3K - 5K seating capacity, whereas this one was done in Ariake Arena, which had a max capacity of 13K to 15K. And as can be seen, the venue sold out, which speaks to how many people were watching in person.

I've been to the first HoloEN concert and just like the Miku concerts all the way back in 2008, they have some visual shenanigans happen to make it look like she's on the actual stage. Just like any concert, the lull between songs are filled up with interactions between fans and themselves, so the talents are most likely mocapped to dance and perform in real time.
