according to the guy who posted this on 4chan's /a/ (found through google) this is a test animation for a new Wacky Races series in collaboration with the infamous animators AC-bu (you'll know their style if you've seen the Bob Epic Team segments from the show "Pop Team Epic". I hope it becomes a real show or some odd shorts or something - would love to see more major league AC-bu weirdness
