So to your last point, it's actually a little more nuanced than that. MJ Holdings is the main Pokemon TCG distributor to big box stores like Target and Walmart. They basically take items that are damaged (i.e- torn blisters), out of rotation, or otherwise not selling well and repackage them to try and get their money back for them. It's actually a pretty clever way for them to move stock that would otherwise rot away in a warehouse

These days, vintage is considered Sun and Moon. Unless they are graded or from a Poker event or someone's mystery packs, we have low chances of find Base set Pokémon cards.
