Really depends on the wheel. My wheel worked out-of-box but I had to combine the pedal axes, which is a real shame but there's no way around it.

this is one of the very few flaws that the gp series has in all the 4 games. this kind happened to me in gp1 gp2 gp3 and gp4. cannot understand why they dont fix it

I think GP4 had most glitchy debris and broken down car rendering. Watching a wheel bounce infinitely is a strangely therapeutically mesmerising experience
