To be fair it looks like bin collection day with rubbish bags next to bins in front of terraced houses because there's no where else to put them. This gives a bad impression at first sight. As to the amount of general rubbish strewn around and fly tipping this is nothing compared to what you would find in parts of Birmingham or Stoke on Trent. Council should serve a notice on the owner of the burnt out shop to arrange a special collection to clear all that rubbish on the grounds that it's a rat infestation hazard. Monitor the disposal to make sure that's disposed of properly just in case the owners a bit of scumbag who would just try to pay some cowboys with a white van to go and fly tip it somewhere else. Communal veg garden is a very positive idea to create a sense of community and purpose that gives people a reason to generally care more about their surroundings. Fly tipping: This is probably very expensive to clear up on an item by item basis and it might be more cost effective to allow households 1 free large item collection per year or provide free bulky waste disposal at a council run tip because we know what will happen if they have to pay and everyone will still end up paying one way or another.
