I believe you need permission from the person that uploaded a wallpaper on Wallpaper Engine to use them in KZbin videos. If you mean ones you've created then of course you can, with a bit of work around, Wallpaper Engine doesn't have an export so you have to do it in a different way to get it into an MP4 file.
