Thank you! I took an intro to ballroom dancing back in college, and I had a vague memory of this, but most of the intro to waltz stuff I've been looking at recently doesn't seem to mention this part, even though the dancers in the video are clearly doing it, so I knew I wasn't misremembering it.

Does the last heel land on top of beat 3?

If I understand your question correctly, Usually the last heel lands on "3 &" Or end of count 3. So you'd bring your feet together on count 3 and lower down to the heel right after.

yes, you understand the question - thanks for clarifying it for me ... so the 'toe' lands on 3 and the heel follows on the & ... i'm going to have to practice that to get it smooth (pardon the pun) because the next measure's first 'heel' lands just a half a beat later on the "1"
