Does this outperform the 747 with the same setup? Is the status chance more impactful? Also, is Virtuous Trojan intentionally left at rank 0 as to not dilute Heat procs or would this benefit further from a max rank?

In my opinion, 743 is better as there are many decrees related to status, though 747 is strong enough. The rank 0 is for void procs, which allow the 4 scaffold to hit an enemy multiple times. Viral procs are important against the Jackal but can also be granted through Baneful Harmony.
