5:25 - That's sound logic. If they're far from Terra, they need to carry out the Pax Imperialis as if they were on Terra; if you can't easily/quickly rely on help/support/back-up from, for one, you don't want to show it, but you need to be self sufficient. I know the police would help me if someone broke in to my house, but even racing here it would take them 15-20 minutes, home defence >> justice is on me; even more the case on a planetwide/sector wide scale; traitors would eye this target for such reasons hence his sound reasoning on the issue!
