SEGA claimed that they were cousins before and now they're not related at all. And apparently, Nintendo does not know their characters either. If you check Wario's and/or Waluigi's articles in Mariowiki: www.mariowiki.com/Waluigi#Relationships "Certain Nintendo of Europe sources such as Wario's Warehouse or the Mario Kart DS website suggest that they are siblings, with the Prima guide for Mario Tennis outright stating that Waluigi is "Wario's little brother," As for the cousins thing: www.mariowiki.com/Wario#Relationships "The Nintendo Power magazines occasionally have stated that Wario is Mario and Luigi's cousin, but this is unconfirmed by other sources." And what are those other sources? No one truly knows. In other words, Nintendo (or in this case, the Mario Team) is very inconsistent with their characters and can't decide what's "canon" and what's not, you know? I put quotations on canon because there's really no lore in Super Mario, since there has been some statements that it's mostly just an act.
