Why are police escorting cruise ships?

These are specifically Harbor Police who are concerned with safety and law enforcement in the harbor. This can include making sure there are no small vessels or swimmers in the cruise ship's path - not everyone is listening to the radio (or even has one) and not everyone is looking out either.
