Why is everybody saying they have type 4 hair when their coils are loose?

I have 3c/4a hair. Everyone’s hair isn’t one hair type consistent all around. Around the perimeter its 3c but in the center it is definitely 4a. Hope that clears up any confusion. “Loose” is a stretch. Maybe looser compared to 4c but type 4 hair has other variations.
