This was poorly explained t be honest. So, the bank robber wasn't the guy in the blue shirt running towards the reporter despite what the title of the video says. KIMT didn't even show a CCTV picture of the suspect to reduce ambiguity. So poorly executed that the levity of the situation couldn't even work properly.
