Small targetted explosions directed specifically at military combatants. Some may have been in areas near civilians, but they were not mini nukes - they were small explosives. It's the equivalent of using a missile to target a military combatant, but a lot lot smaller and targeted to specifically that person. And Hezbollah are genuine combatants, not civilians - so it doesn't meet the definition of terrorism by any stretch.

Easily explained. It's a counter terror op that precisely targets the terrorist. It doesn't target the civilian (unlike terrorists do). There will be civilian casualties who tragically get killed near by. War is war. But democratic countries try to minimise civilian casualties. Terrorists groups try to maximise civilian suffering. There's a difference.
