The biggest misconception we have about SADC is that it is a fair and just organization. They may have been only like that for the years they needed it, and that's most likely when colonialism was rampant. Afterwards, it didn't benefit them. SADC heads of state are mostly revolutionary party leaders that got a taste of power and seldom want to give it back. They are a club in that if they stick together and stick it out for each other, they all stay in power together. If one of their members falls, they're all at risk of falling. That is why they will never hold each other accountable. Not so much that they're scared, but that if they set that precedent of holding each other accountable, that means interfering with their corrupt ways of governance. And no member state wants to be on the hot seat being answerable to SADC.
