As you say, the hands and dial do not seem to be aligned very slightly. But for me, it's acceptable. On the other hand, I like the combination of the green dial, the gold hands and the indexes, so I really like it. I have received requests from other people for English subtitles, so I would like to respond as much as possible.

I don't know the details of the movement, but since the chronograph hands move in small steps like a mechanical type, I think that the interpretation of meca-quartz is fine.
